Your not totally wrong on the threat to privacy and democracy in the EU and its member states. You are dead wrong however on much of the rest. The EU is working hard on all sorts of things that are crucial for strategic autonomy. Sovereign satellite communication, payment systems fully independent from the US, also down to the consumer with credit card alternatives in daily life. Laying the groundwork for transition to open source based software in all public systems at the very least. A lot of those things have meaningfully accelerated in recent years, or at least started for real.
Some of these things are already pretty progressed others just starting. This does take time and it is done best without shouting it out loud all the time.

Independence from the US does not mean independence from fascism however, and all the dubious chat control and id verification stuff that they’ve been pushing for does bring it more in kine with policing thought.
The EU is one of the most polycentric political entities, still capable of creating laws. That in itself is quite against fascist ways of doing things. It also means, that all of what you mentioned here has supporters but also faces strong oppositions by parts. The main pushers are in the national capitals, the Commission is complicit, the European Parliament is, as could be expected largely torn by party affiliation and the court of the European Union is pretty strongly opposed in general.
In the end it comes down to the voters. Contrary to the claims of some, we actually do have a choice to vote the fascists in power or keep them away from it.
