I usually love even really dark jokes… but I can assure you, when I was in the hospital for cancer and currently bleeding out of all holes the body has (during the nadir, my thrombocytes were simply gone - and me too without receiving multiple blood donations) I would’ve not appreciated this in the slightest. Not like I would’ve had enough strength to complain, but I can see my family throwing fists in this special case. And helping me file a lawsuit.
People in such situations all eventually have a suicidal thought (incl. just rejecting any further treatment, which can be absolute horror). Hope can make the difference between you and your body pushing through or giving up. That asshole isn’t helping.

If someone was having heart issues and saw what they believed to be the grim reaper walking around, then he would have been directly responsible if they died of a heart attack. It’s funny, but I understand that he could have accidentally caused real harm. So I’d be for giving him a warning assuming he didn’t actually have malice

Trespassing, disturbing the peace, criminal mischief, there’s a lot of laws that can cover this one and that’s before you even start talking about ‘creative’ police and DAs.
None of them are actually valid and will result in a lawsuit and the city having to pay out $500,000 for incompetent policing.
Breach of the peace is an offence in England and Wales.
This happened in Wales, so it would be real weird to get a payout in dollars.
But if this did happen in America, almost every charge OP listed would be valid, and this guy would have a snowball’s chance in Hell of getting half a million for being arrested.
Currently only 5% of arrests go to trial. Most are resolved in plea deals, which is what almost any lawyer or public defender would tell this guy to angle for. Better to pay a fine and do some community service than pay more to a lawyer for a worse outcome in front of a jury.
And to be clear, if this guy did play the longshot and try to get a trial, it’d be very difficult to win. The prosecutor would need to convince a jury that scaring the shit out of sick people is a bad thing. The defense is what? That it’s not that bad? Or that this guy mixed up his candystriper outfit with his black robe, whoopsie? I don’t think Atticus Finch himself could turn that jury.
The American legal system is already heavily stacked to crush innocent people. Imagining that there’s some sort of Uno Reverse card for someone maliciously intimidating sick people is delusional.
Only trespassing, and you can stand on a public sidewalk in view of a hospital.
You can only be hit for trespassing on publicly accessible private property if you’ve been told to vacate and refused. Basically, if no one told him to leave, its not trespassing.
I love your confidence, but people have been charged with both criminal mischief and disturbing the peace for much less flagrant actions in the past. Given the nature of the crime, either charge is conceivably applicable. But that’s hardly relevant, because this gentleman literally climbed the building; he wasn’t standing on a public sidewalk in view of a hospital.
I’d guess trespassing.
