I believe HC is owned by the Dutch government somehow, similar to the Staatsloterij. There are others but they are the biggest by far. Having to register is common across casinos I think. I went to one in Belgium and registration was mandatory there as well. Both for safety of the staff as well as some tracking of heavy (possibly dangerous) gambling.
