The author of the Morningstar article is someone who has a big financial incentive to send a certain type of message and takes a pretty staunch pro-American business approach to politics. It may not be the most factual piece of info to make conclusions from.

Just my opinion, but I think Takaichi wants to use China’s provocations to justify abolishing article 9. For reference:
