DW is financed by taxes, but the content is not directly controlled by the politics only indirectly. The state sets the broad goals by a law, Yes, DW has its own law, But politics is restricted by law as well to influence the content. Another very important law in Germany is the press freedom and DWs reporters can always rely on that for their work. You can definitely rely more on DW articles as you can on privately owned news outlets, since they might have to do what their financier says.
Also I’m pretty sure, taking your comparison, in Russia there is no press freedom like that.
