President Donald Trump has few options to reduce diesel prices given the destruction done to refineries by the wars in Eastern Europe and the Middle East.
The sanctions were put in place by the US Congress. And 86/47 can’t override that.
Congress has adjourned until after the election, because they are afraid. So they can’t remove the sanction.
The amount involved would be less than one day’s worth of US consumption.
