The territory exchange was part of a series of bills proposed by Henry Clay in the Compromise of 1850 (not 1820). Texas gave up their claims on lands that would later become parts of New Mexico, Colorado, Kansas, Wyoming, and Oklahoma in exchange for the US government assuming the debt they had acquired in the Texas Revolution. The northern limit of the state was set at the 36°30′ parallel because the Missouri Compromise of 1845 prohibited slavery in any newly added US territories north of that.
Also the Oklahoma Panhandle was officially called “Public Land Strip” from 1850-1890, which is an accurate description of how exciting it is there
