Unfortunately, within the US, he effectively isn’t bound by any laws as far as we can tell.
It’s absolutely insane that he would expect the world to follow suit while we’re dealing with a rather special sort of derangement here.

Well, they can’t be said to be following US lead then, but heinous crimes likely applies as well (still guessing).
Chad is more a Russian vassal state, which explains that decision.
Some of those are minority dissenters who are more about rescuing their own despots or expressing their ideological alignment or Naoero, which regularly seesaws to either side of hegemonies in exchange for something. As for my country, the Philippines, we are seeing the benefits of what the ICC can do, such as prosecuting Duterte for his crimes against humanity.
