We’ve had lots of elections in time of war. The major conflicts of the 20th century that resulted in a military draft century (WWI, WWII, Korea, and Vietnam) all had Presidential election. Hell, there was an election during the US Civil War.
He can’t declare war OR cancel elections.
Won’t stop him from doing both, though.

You may be thinking of Lincoln suspending the writ of habeas corpus during the Civil War?
Constitution, Article 1, Section 9, Clause 2:
Lincoln signed off on a law saying that the President could suspend the right under the same conditions.
