    Despite what is said openly people in power do not want details of abuse to be known because it weakens existing systems and so their own positions. Also there is solidarity amongst abusers, even without cabals and secret meetings and pacts, to unilaterally obfuscate evidence of abuse is to re-abuse the victims. A certain type of character might seek this.

      I don’t buy it; maybe 20 years ago. Maybe 5 years ago. But today? Nah. Nobody cares except people to whom what we already know crosses the moral event horizon.
