What do they mean by Capitals?
Also this is a real shame, targeted sanctions on combatants and LNG is exactly what the EU should be doing.
Think it means specifically France, Italy, and Greece. The article claims they are against the prohibition of Russian citizens who participated in the war as it may affect tourism to their countries.
Thats pretty grubby. Selling out for a few measely tourist dollars, when Russian tourists are miserable to deal with as well, second only to Israelis. On the bright side, as an American I feel slightly less shameful. Get your shit together, “capitals”.
